Improving the Quality of In-Service Teacher Training System

The project “Improving the Quality of the In-Service Teacher Training System“ is realized within the Instrument for Pre-Accession (IPA), Component IV – Human Resources Development funded by the European Union. The project’s total value is € 1,200,000 and its implementation started in May 2012 and will last 24 months. The main project partner is the Education and Teacher Training Agency.

In-service training of teachers is central to the continuous improvement of the quality of education in schools.The quality of education is guaranteed by a high standard of initial education, induction and continuous professional development of teaching and non-teaching staff.

Changes in education and society place new demands on the teaching profession and the role of the Education and Teacher Training Agency (ETTA) is to provide efficient and effective in-service training that will enable teaching and non-teaching staff to meet the new challenges. Teachers are required to develop more collaborative and constructive approaches to learning and are expected to be facilitators and classroom managers rather than instructors. New roles require training in a range of teaching approaches and styles using also the opportunities offered by new technologies responding to the demand for individualised learning, in classrooms containing a more heterogeneous mix of young people from different backgrounds and with different levels of ability.

Teaching and non-teaching staff has the responsibility to extend the boundaries of professional knowledge through reflective practice and systematic engagement in a continuous professional development. The system of in-service training should provide the acquisition of competences necessary for these new roles.

In-service training of teachers on all levels of general education, from pre-school to secondary school level, is the basic responsibility of the Education and Teacher Training Agency (ETTA). With the Strategy for In-Service Training of Teaching and Non-Teaching Staff (2009-2013 the Agency has set out the long-term development of the in-service training opportunities, and the mentioned strategy also serves as the starting point for the implementation of the project Improving the Quality of the In-Service Teacher Training System.

The implementation of the project aims to raise the existing quality, effectiveness and relevance of the in-service teacher training system of the ETTA in support of the professional development of teaching and non-teaching staff. The final aim is to improve the quality of teaching and thus the development of student competences by strengthening the capacity of the ETTA for the development and implementation of an improved in-service teacher training provision.

The project Improving the Quality of the In-Service Teacher Training System envisages the development of effective models of in-service teacher training based on defined needs, adult learning and LLL principles. It also plans the implementation/piloting of new approaches to training of teachers and non-teaching staff throughout their professional career. In the end this will contribute to an improvement of the general education system in the Republic of Croatia.

The project consists of three components

Component 1 - Analysis of the current ETTA in-service teacher training system and the training needs of teaching and non-teaching staff is the component that will analyse the present in-service teacher training system of the ETTA, assess the training needs of teachers and non-teaching staff, County Coordinators of Teacher Training and ETTA advisors. This will result in recommendations for the improved in-service teacher training strategy.

Component 2 – ETTA in-service teacher training strategy 2014-2020 will develop the in-service teacher training strategy 2014-2020 based on the results of Component 1, information about effective in-service training of teachers and non-teaching staff in other countries and European guidelines. This strategy will serve as the basis for the long-term development of the in-service teacher training system in Croatia.

Component 3 – Developing an improved in-service teacher training system In this component an improved and quality-based in-service teacher training system will be designed, in line with the new strategy. The activities of this component include the enhancement of the capacity of the ETTA staff. Five new programmes for the implementation of the improved in-service teacher training system will be developed.
